New York City banned solitary confinement for inmates younger than 22 three years ago, and yet some young inmates are still being subjected to it. Bypassing the rule, the city has been increasing the number of transfers within the state ever since the ban was approved.

Out of one group of 10 young inmates who were transferred to Albany from the city this year, 8 are in solitary confinement. Isolation of inmates, especially at such a young age, increases the risk for depression and suicide.

These transfers take away the protection of New York City’s ban, and often expose inmates to much harsher environments.
