A plan is in place in school District 15 of Brooklyn, and has been pushed by parents in light of de Blasio’s unwillingness to propose a systemwide desegregation strategy. Richard A. Carranza, New York City’s schools chancellor, is poised to approve most of the plan before schools starts this year. If he does, the district would be able to replace a conceptive admissions process.

The new plan would require each of the district’s middle schools to reserve around half of its seats for students who are homeless, from low-income households, or learning English. “What we’re seeing is the accumulation of pent-up desire to move in this direction,” Mr. Carranza said.
